You are duly summoned to attend the Parish Council Meeting of Churchill and Blakedown Parish Council to be held at 7.30 pm on Wednesday 15th June 2016 at Blakedown Sports Pavilion.


1. Chairman’s Opening Remarks.

2. Apologies for absence: To receive apologies and to approve reasons for absence.

3. Declarations of Interest: To receive any declarations of interest.

4. Community Policing: To receive the report from the Beat Officer/CSO.

The meeting will be adjourned for Public Question Time.

Residents are invited to give their views and question the Parish Council on issues on this agenda, or raise issues for future consideration at the discretion of the Chairman; brief notes will be appended on the minutes as an aide memoire.

5. Dispensations: To consider any requests to grant a dispensation for Agenda items.

6. District and County Council Matters: To receive any report from County or District Council representatives.

8. Highways, Traffic, Street Lighting, Car Park and Parking Matters:

a) Update on any traffic/speed enforcement and parking issues following the meeting with Rod Lake from the Safer Roads Partnership on Monday 23rd May 2016.

c) Any street lighting issues to be raised.

To discuss the Local Plan Review of Greenbelt land (letter from Mike Parker circulated)

11. Minutes: To consider the approval of the minutes of the Annual Parish Council Meeting held on Wednesday 18th May 2016 (enclosed).

12. The Churchill and Blakedown Villages Trust: to agree the Rules of Governance for the Villages Trust (enclosed). At the end of the meeting there will be a short meeting of the Trust (see separate information enclosed).

13. Signal Box: To receive any updates.

d) 2016 – 2018 NJC Salary agreement from 1st April 2016: To note the NJC Salary agreement and approve an increase in Clerk’s salary from £10.26 to £10.36 per hour from to 1st April 2016. Second stage of award to be implemented from April 2017.

e) Unity Bank: Members are asked to note that Unity Bank are introducing a £6.00 per month charge from the beginning of June 2016 and are asked to make a decision on if they wish to continue to operate the account and accept the charges.

17. Correspondence for Information: To note correspondence listed on the Correspondence

Report (circulated with agenda). Correspondence will be available for inspection at the meeting.

18. Councillor’s Reports and items for future agendas: Councillors may use this opportunity to
